RHNA Workshop #2

Culver City is beginning the process to develop the Hayden Tract Specific Plan. This plan will build upon the adopted General Plan 2045 policies for the Hayden Tract.

The Hayden Tract has a unique charm due to its rich industrial history and artistic community. The plan will guide redevelopment of the Hayden Tract from an industrial area into a vibrant, transit-oriented mixed use enclave. Its location between two Metro E Line stations, proximity to the Ballona Creek Bike Path, and nearby activity centers make it a prime opportunity to make multi-family housing a reality to support the creative economy that is flourishing in the tract and nearby. The plan development process is estimated to last through Summer 2026 and will include extensive outreach and community participation activities.

Newly added barriers!

Extra barriers have been set up at Higuera and Hayden Place to deter vehicles from bypassing the diverter.

The traffic diverter installed at the intersection of Higuera Street and Hayden Avenue a few years ago was intended to reduce traffic congestion on Higuera Street. However, as observed in the video shared, its effectiveness has declined over time, as drivers have found ways to bypass it. Subsequently, additional barriers were added to the diverter to discourage vehicles from crossing it. Nevertheless, as seen in the video, some vehicles continue to perform U-turns on Hayden Place to avoid the diverter.

To help realize the TOD vision, Culver City partnered with the RAND Corporation to develop an implementation plan for the city’s Rancho Higuera neighborhood. The RAND team’s efforts focused on two key concepts: decision making under deep uncertainty (DMDU) and a “shadow” process of citizen involvement in parallel to and interacting with more-formal planning.

The "Cattle Corner" plan was suggested as being a possible solution to mitigate traffic on Higuera Street.

Completed in 2017, the Culver City Transit Oriented Development (TOD) Visioning Study and Recommendations center on re-focusing mobility planning in the TOD area to include multiple modes – pedestrians, transit, and bikes, in addition to automobile traffic, which has historically guided mobility planning.
